HR Happens is a Vermont-based HR consulting firm that gives small businesses, nonprofits, and growing organizations access to experienced, senior-level HR support without the cost of a full-time hire. We provide fractional HR management, compliance guidance, compensation benchmarking, policy and handbook development, and hands-on support for the day-to-day HR work that keeps an organization running well.
We work with organizations that need real HR expertise but aren't ready for (or don't need) a full-time HR department, including those with multi-state or international teams.

A fractional HR manager gives you dedicated, senior-level HR support on an ongoing basis, part-time or as-needed, rather than a single project engagement. Think of it as having an experienced HR leader on your team, just not on your full-time payroll.

No, HR Happens is not a law firm and we don't provide legal advice. What we do bring is decades of hands-on HR and organizational development experience and a deep, practical understanding of employment and compliance requirements, so we can help you build compliant handbooks, policies, training programs, and HR practices, and run compliance audits that flag where you're exposed.
When a question crosses into legal territory, we work alongside your attorney or refer the question back to counsel, so you get sound HR guidance without a gap in coverage. Many of our clients don't have in-house legal support, and we're glad to coordinate directly with outside counsel when that's useful.

A full-time HR hire makes sense once you have enough ongoing HR work to justify a full salary and benefits package. Until then, HR Happens gives you experienced HR support scaled to what you actually need, whether that's a few hours a month or a more substantial fractional role.
You also get the benefit of a team with broad, cross-industry experience rather than the perspective of a single hire, and that expertise is available immediately rather than after a hiring and ramp-up process.

We work primarily with small businesses and nonprofits, along with organizations navigating multi-state or international HR complexity. Many of our clients don't have any dedicated HR staff at all when they come to us; others have a small HR function that needs additional expertise or bandwidth.

Yes, employee handbook development and updates are a core part of what we do. We build handbooks that reflect your actual policies and culture while covering the compliance basics your organization needs, and we keep an eye on where multi-state operations require state-specific provisions.
If you already have a handbook, we can review it for gaps, outdated language, or compliance risk and update it accordingly.

Yes, multi-state HR complexity is an area we work in regularly. Requirements around leave, wage payment, final pay timing, and other employment rules can vary significantly from state to state, and a policy that works in Vermont may not hold up in another state where you have employees.
We help organizations structure handbooks and policies that account for this, so you're not applying a single-state approach across a multi-state workforce.

We're based in Burlington, Vermont, and Vermont organizations are a core part of who we serve, but our work extends beyond the state, including organizations with multi-state or international operations. Location isn't a barrier to working with us; most of our engagements are supported remotely.
